Scooters are nearly ubiquitous in most metropolitan U.S. cities. If integrated into a metropolitan area properly, electric scooters can offer a low-cost solution to the “last mile” challenge, a vexing problem where the nearest transit stop is too far away to walk from a final destination. Portland, Oregon recognized the role scooters can play in the transit ecosystem and began regulating this new form of transportation by capping the number of scooters allowed and adding a 25-cent tax per ride. The revenue from this tax will go to the local transit authority to improve rider safety and better ensure general viability of these scooters into the future.
